Outcomes from the Consultation for
Change of Use for the Darnley
25th January to 19th April 2011
Summary
HARP
have entered into an exchange of contracts,
with completion conditional on achieving change of use from a hotel to a
Training and Accommodation Centre by 4th October 2011.
HARP
are submitting an amended application for
Change of Use, based on the feedback from the consultation and have
committed to a number of programmes of engagement within the community to
ensure that the proposed Training and Accommodation Centre provides
the support for their clients and the York Road Community that HARP
are striving for.
Objections
We have received one e-mail
objecting and one further negative e-mail, but neither resident attended the
Open Day and nothing was heard subsequently.
No one completed the Survey
Other feedback from
residents turned neutral or positive after the Open Day.
No further comments after
the Open Day other than responses to our feedback.

Outcomes
Ongoing collaboration
Establishing a working group
involving
HARP, other
third sector local housing
providers and our statutory
partners within the Local Authority to address the
concerns raised by
residents, and to create a
Landlords Charter to operate
within the York Road
locality.
HARP
have agreed to be part of the Southend Townlink
radio link to the Police, also HARP have also committed to engaging
in the Essex Police Community Safety Accreditation Scheme.

Entrance and reception moved
to the front of the building
A bedroom has been
sacrificed for another office in 103 next to the Training rooms
There is an emergency room
suitable for a single disabled person
The kitchen is slightly
larger
Increase in windows in the
dining area
Creation of a small
extension to house the boiler next to the laundry
Single sex showers have been
sacrificed for a unisex shower & to provide additional toilets
Access to the medical room
is now through the Day centre

independent cooking and private bathroom

toilets, and unisex shower
Laundry facilities
3 Meaningful Activity/
Training rooms with small kitchen facilities to be available for use by
Community groups
Outreach medical room
which may be used by Health, SBC, voluntary services for interventions,
surgeries and signposting services
Storage for donations in
the basement areas
